The Task Force for Global Health (TFGH) is an international nonprofit organization that works to improve people’s health in more than 150 countries globally, mainly in low and middle-income countries. TFGH is headquartered in the USA, located at 330 W Ponce de Leon Ave, Decatur, GA 30030. The Task Force for Global Health is looking for an experienced strategic information consultant to be deployed in Manila, Philippines, for six months to provide technical assistance for the development of the Department of Health (DOH) Data Management & Governance Framework with a special focus on enterprise metadata management and data storage and operations in support for the development of DOH's data warehouse.
Key expected outputs of the consultant will include but are not limited to.
Output 1: Conduct an assessment of (1) DOH data management & governance framework, practices, and mechanisms with a special focus on metadata management, including the evaluation and streamlining of authoritative and non-authoritative data sources and their governance and management (i.e. data owners/stewards/processors) that are to be considered for priority integration with EDW; and (2) metadata management tools, consistent with the DOH Data Management & Governance directions & activities, and technically compatible with DOH enterprise data warehouse (EDW).
Output 2: Develop essential metadata management operational procedures and related guidelines for implementing, maintaining, and sustaining metadata management activities within the department.
Output 3: Configure or develop and implement a test or production system of the selected metadata management tool against the initial edition of the enterprise data warehouse (EDW) and a priority candidate data source for the enterprise data warehouse (EDW).
Output 4: Prepare periodic/final reports and final documentation.
Candidates with a Computer Science degree or equivalent, preferably an advanced degree, with ten (10) years of crafting data management/data governance policies, frameworks, and related guidelines, ten (10) years of data architecture experience, and five (5) years of experience on enterprise data management solutions and five (5) years of relevant experience in using metadata management tools will be best fit for the position.
