Scope of work for Program Manager – Public Health Program Support


1. Background

The South Asia Field Epidemiology and Technology Network, Inc. (SAFETYNET, Inc.) has awarded a 12 month cooperative agreement by the United States Center for Disease Control and Prevention (US CDC) to implement the project entitled: Support to Public health capacity building and technical assistance to public health program


This program will mainly support the selective activities of IEDCR. SAFETYNET Bangladesh has an agreement with IEDCR to support few programs focusing public health workforce development, outbreak investigation, disease surveillance and laboratory strengthening.


In response to the above requirements, SAFETYNET, Inc. has established a Bangladesh country coordination team to provide support for the effective implementation of the grant. Program Manager will be the important member of the team to coordinate with IEDCR and successful implementation of the designated programs.


2. Scope of Work

Program Manager will work under the direct supervision of country Head, SAFETYNET Bangladesh. The assigned Program Manager will undertake the following tasks, activities, duties, and responsibilities:

  • Responsible for the day-to-day implementation of SAFETYNET-supported activities at the IEDCR in consultation with SAFETYNET HQ and Bangladesh Country Head and the IEDCR Director.

  • Support IEDCR to prepare monthly technical and financial feedback report to SAFETYNET and USCDC

  • Monthly in-person/online coordination meeting with IEDCR project team for smooth functioning of the program

  • Supporting IEDCR to develop project proposal for submitting to US CDC and other CDC partners’ Co-Ag funding

  • Supporting IEDCR to develop project proposal for submitting to US CDC and other CDC partners’ Co-Ag funding

  • Responsible to visit different IEDCR programs frequently, at least 20% time for field visit

  • Responsible for regular updates/progress of the IEDCR program activities.

  • Responsible for coordination of staff recruitment under this program

  • Responsible for coordination of logistic procurement under this program

  • Perform any other additional duty that may be assigned by country Head, SAFETYNET Bangladesh

3. Nationality: Only Bangladeshi Citizen can apply.


4. Qualifications and Educational background

  • Medical graduate (MBBS or MD)

  • Post graduate degree in Public Health, program management (MPH, MPhil in any public health subject, Master in Health Economics)

5. Professional experience and knowledge

  • At least Five-year experience in managing a public health program.

  • Extensive knowledge and experience in planning, monitoring and implementation of the program.

  • Experience to work with National and International organization.

  • Advanced organizational skills with the ability to handle multiple assignments

  • Strong communication skills

6. Language Skills

  • Fluent in English speaking and writing.

7. Level of Effort: Five days per week, 45 hours per week


8. Duty Station: Dhaka, Bangladesh with 20% field visit within the country.


9. Period of Performance: Begins on 01 August, 2022 and ends on 31 January, 2022. Contract may be extended subject to availability of fund.


10. Salary: Negotiable (according to academic background and working experience)
