Terms of Reference for Public Health Specialist, SAFETYNET

 

The Public Health Specialist will support applied epidemiology training programs in India, including Frontline Epidemiology Training and advanced Field Epidemiology Training Program (FETP)/Epidemic Intelligence Service (EIS) Programs, to build and strengthen workforce capacity to prevent, detect and respond to public health threats.

 

The Public Health Specialist will be based at the National Center for Disease Control (NCDC) and work with the Ministry of Health and Family Welfare (MOHFW), National Institute of Epidemiology (NIE), World Health Organization (WHO) India Country Office, U.S. Centers for Disease Control and Prevention (CDC) Country Office, and other partner organizations.

 

Responsibilities include the following:

  • Provide technical support to Frontline and advanced FETP/EIS programs for Core Activities of Learning (CALs)

  • Provide support and mentoring to Frontline participants and FETP/EIS officers across all programs

  • Provide technical and scientific subject matter expertise for public health surveillance, data analysis, outbreak investigations, surveillance system monitoring and evaluation, epidemiological surveys and research studies

  • Provide technical and scientific subject matter expertise for abstracts and presentations for national, regional and international meetings, conferences and other scientific forums

  • Provide technical and scientific subject matter expertise for scientific manuscripts and reports for communication, dissemination and publication

  • Track and report progress of Frontline participants and FETP/EIS officers towards meeting CALs

  • Coordinate meetings, trainings and seminars for Frontline participants and FETP/EIS officers across all programs

  • Coordinate creation, documentation and updating of Frontline and FETP/EIS program guidelines, standard operating procedures, and training curricula and materials

  • Responsible for required Frontline and FETP/EIS program monthly, quarterly, annual and ad hoc reports

  • Coordinate Frontline and FETP/EIS field activities with the appropriate authorities and officials, MOHFW, NIE, WHO, CDC and other partner organizations

  • Provide in-person and remote mentoring and support for Frontline participants and FETP/EIS officers at job placement, investigation and study sites

  • Provide in-person and remote monitoring for Frontline participant and FETP/EIS officer performance and activity implementation

  • Represent Frontline and FETP/EIS programs on committees, panels, and other bodies as a delegated responsibility

  • Coordinate common administrative functions for Frontline and FETP/EIS program activities

  • Conduct Frontline and FETP/EIS training outreach visits

  • Other tasks as assigned

 

Mandatory education, training, experience and skills

  • MBBS or MD from an accredited university program

  • Active medical registration or licensure

  • Minimum of 5 years of public health experience including 3 years at state or national public health program(s)

  • Demonstrated teaching and mentoring experience

  • Strong analytic and scientific writing skills

  • Exceptional interpersonal skills

  • Excellent English language skills (reading, writing and speaking)

  • Ability to travel up to 25% of time (domestic and international)

 

Desirable education, training and skills

  • Graduate of Field Epidemiology Training Program (FETP) or Epidemic Intelligence Service (EIS)

  • Master of Public Health from an accredited university program

  • Experience supervising or mentoring FETP residents or EIS officers

  • Experience with statistical software (e.g., Epi Info, R, SAS, Stata, SPSS)

  • Experience with geographical information system (GIS) software (e.g., QGIS, ArcGIS)

  • Experience with health communications

  • First-author scientific publications in peer-reviewed journals.
